lsp-julia-default-envornment is set by default to ~/.julia/environments/v1.0 .
To make the lsp server show completions for installed packages, the environment
location must be the same as that of the installed julia version enviornment.
Documentation was added to notify users to set the emacs variable to their
enviornment location.
The script used to identify and update the change is added into the GitHub
workflows script directory. A workflow action can be created to trigger the
script to update the headers on the first of every new year. Possibly a task for
a consequent PR.
First, change read syntax for anonymous functions currently written '(lambda to
instead just be (lambda; otherwise this raises a warning.
Next, while we're at it, change all instances of #'(lambda to just (lambda,
since the two are equivalent and the latter is more concise (excepting anything
in core/libs or in /local/ subdirs of layers)

This adds fix for julia layer breaking yasnippet setup.
Commit f2755533de fixed a specific bug in julia
layer but it loads yasnippet and friends on start up which adds 1 sec to my
startup time even though I don't use julia.
Julia layer loads lsp-julia early on startup, which loads lsp who then loads
yasnippet behind the scene unknown to spacemacs and use-package. That's why our
nice and ordered setup for yasnippet and yasnippet-snippets failed as discussed
in https://github.com/syl20bnr/spacemacs/pull/15171. We now tell use-package to
defer its load.
- Moved backend determination to `config.el`
- Replaced `pcase` form with only one-arm with `when` or `unless` form
- Replaced `(when (not foo) bar)` with `(unless foo bar)`
- Refactored function
Removed org verbatim emphasis around link descriptions.
Moved up a paragraph before the julia-mode-enable-lsp code snippet,
because it ended with "then install this layer with:".
Removed the link from the same paragraph, it linked to it's own section.
Loaded lsp-julia from melpa
And fixed#12852
spacemacs/go-setup-backend was incorrectly added to the hook:
julia-mode-local-vars-hook
The correct function is now added: spacemacs/julia-setup-lsp

There was a edge case with the declaration of the `lsp` layer in `layers.el`
files.
The `hy` layer depends on the `python` layer which in turn depends on the `lsp`
layer if and only if the `python-backend` layer variable is set to `lsp`.
When the `hy` layer was declared first then it declares the `python` layer
without its layer variables, thus the `lsp` layer was not declared because the
`python-backend` variable was not set.
The fix is to gather all the layer dependencies and resolve them only after all
the used layers have been declared.
* new function `configuration-layer/declare-layer-dependencies`
* replace all calls to `configuration-layer/declare-layer` by the new function
except for distribution layers (we declare layer dependencies right away in
distribution layers)
