Jerry Peng 14e090af19 scala: support replacing ascii arrows with unicode ones
Add a configuration option `scala-use-unicode-arrows` to
the scala layer, which when enabled replaces `->`, `=>`
and `<-` with corresponding unicode characters (Scala
supports unicode arrows natively).
