25dbbd1e5a [conda] Revise conda layer 
Conda layer needed some additions to be spacemacs
conform. In detail I did:
* Add missing features block and TOC declaration in README
* Change bindings to extent the existing python bindings
  rather than adding new general bindings.
* Make conda layer require python layer
