This allows substitutes to be downloaded from unauthorized servers, as
long as they advertise the same hash and references as one of the
authorized servers.

'signature-case'.
(equivalent-narinfo?): New procedure.
(lookup-narinfos/diverse): Add 'authorized?' parameter and honor it.
