file-systems: mount the PID cgroup filesystem.
* gnu/system/file-systems.scm (%control-groups): Add "pids".
* gnu/services/docker.scm (docker-shepherd-service): Resolve a TODO.

This has allowed me to make a specific configuration of nsjail work.
