system: hurd: Add root profile.
* gnu/system/hurd.scm (%base-packages/hurd): New variable.
(cross-hurd-image)[for-hurd]: New function.
(cross-hurd-image)[hurd-os]: Use them.
(cross-hurd-image)[profile]: Hack'y .profile for root, only setting PATH.
