* gnu/packages/ntp.scm (openntpd)[arguments]: Add 'configure-flags to set openntpd daemon's user and localstatedir. Add a custom phase to not try to create said directory at install time. * gnu/services/networking.scm (<openntpd-configuration>): New record type.
