doc: Factorize 'language-code->native-name'.

* doc/build.scm (localization-helper-module)[content](translate): Add
call to 'setenv' before 'write'.  Remove use of 'with-language'.
(language-code->native-name): New procedure.
(html-manual-indexes)[build](top-level-index): Use it.
