system: Account skeleton API is non-monadic.

* gnu/system/shadow.scm (default-skeletons): Use the non-monadic
  procedures and turn into a regular procedure.
  (skeleton-directory): Likewise.
* gnu/system.scm (etc-directory): Adjust accordingly.
