file-systems: Add a 'dependencies' field to <file-system>.

* gnu/system/file-systems.scm (<file-system>)[dependencies]: New field.
* gnu/system.scm (other-file-system-services)[requirements]: Honor
  'file-system-dependencies'.
* doc/guix.texi (File Systems): Document it.
