doc: Clarify who can run 'guix pull'.

Suggested by Chris Marusich <cmmarusich@gmail.com>.

* doc/guix.texi (Invoking guix pull): Add paragraph explaining that any
user can run 'guix pull'.

effect is limited to the user who run @command{guix pull}. For
