import: gem: Deal with unavailable licensing info.

* guix/import/gem.scm (<gem>)[licenses]: Adjust for non-vector
licenses.
* tests/gem.scm (test-bar-json): Change "licenses" to 'null'.
("gem-recursive-import"): Adjust accordingly.
