mapped-devices: Use 'cryptsetup-static' in 'luks-device-mapping'.

* gnu/system/mapped-devices.scm (open-luks-device): Use
CRYPTSETUP-STATIC instead of CRYPTSETUP.  Use 'file-append'.
(close-luks-device): Likewise.
