gnu: pandoc-citeproc: Separate outputs.

This removes unnecessary references to Haskell packages for the statically
built executable.

* gnu/packages/haskell-xyz.scm (pandoc-citeproc)[outputs]: Add "lib" and "doc"
outputs.
