gnu: expat: Install the static library. 

* gnu/packages/xml.scm (expat)[outputs]: New field.
[arguments]: Remove #:configure-flags.  Add #:phases.
* gnu/packages/commencement.scm (expat-sans-tests)[outputs]: New field.
[arguments]: Add #:phases.
