gnu: nvi: Fix cross-compilation.

* gnu/packages/nvi.scm (nvi)[arguments]: Add "vi_cv_sprintf_count=yes" to
configure flags when cross-compiling. Also add 'fix-configure phase.
[native-inputs]: Add "automake" that is required by the new phase.
