gnu: Add Xtensa bare-bones cross-compiler. 

* gnu/packages/cross-base.scm (xgcc-xtensa): New variable.
* gnu/packages/bootstrap.scm (glibc-dynamic-linker): Add case for
  "xtensa-elf".
