* gnu/packages/package-management.scm (conda): Update to 22.9.0. [arguments]: Add phase "use-older-pytest"; run tests conditionally; disable broken tests; remove phase "fix-permissions". [propagated-inputs]: Add python-boto3 and python-pluggy. [native-inputs]: Add python-coverage, python-flaky, and python-pytest-xprocess.
