daemon: Factor out SQLite handling.

* nix/libstore/local-store.cc: Move SQLite code to...
* nix/libstore/sqlite.cc, nix/libstore/sqlite.hh: ... here.  New files.
* nix/local.mk (libstore_a_SOURCES): Add sqlite.cc.
(libstore_headers): Add sqlite.hh.
