gnu: python-scikit-build: Switch to pyproject-build-system.

* gnu/packages/python-xyz.scm (python-scikit-build)[build-system]: Set to
PYPROJECT-BUILD-SYSTEM.
[arguments]: Remove obsolete phases.
[native-inputs]: Remove PYTHON-PYPA-BUILD and PYTHON-WHEEL.
