gnu: LLVM: Add release-monitoring-url.

* gnu/packages/llvm.scm (%llvm-release-monitoring-url): New variable.
(clang-from-llvm, llvm-13, clang-runtime-13, lld, libcxx, libomp)[properties]:
Add release-monitoring-url, and upstream-name where appropriate.
