build: test-driver.scm: Set mode.

Emacs auto-detects the build-aux/test-driver.scm as sh-mode, due to the
shebang.  So override the auto-detection using a local variable forcing
scheme-mode.

* build-aux/test-driver.scm: Set mode to scheme.
