gnu: python-pandas: Enable Excel file format support.

* gnu/packages/python.scm (python-pandas)[phases]{check}: Re-instate the tests
  from the test_excel.py module.
* gnu/packages/python.scm (python-pandas)[propagated-inputs]: Add
  python-openpyxl and python-xlrd.
