gnu: netcdf: Update to 4.9.0.

* gnu/packages/maths.scm (netcdf): Update to 4.9.0.
  [source]: Use new URI.
  [inputs]: Add libxml2 and unzip.
  [arguments]: Update 'configure-flags'. Add 'fix-test-rcmerge' phase.
