gnu: poke: Update to 1.0.

* gnu/packages/engineering.scm (poke): Update to 1.0.
[source]: Use URL-FETCH.
[native-inputs]: Remove AUTOCONF, AUTOMAKE, GETTEXT, and HELP2MAN.
[arguments]: Remove #:phases.
[supported-systems]: New field.
