gnu: neomutt: Update to 20191025.

* gnu/packages/mail.scm (neomutt): Update to 20191025.
[inputs]: Use libidn2 instead of libidn.
[arguments]: Adjust #:configure-flags accordingly.
Enable tests.  Remove ‘fix-sasl-test’ phase.
