gnu: Add opentaxsolver. 

* gnu/packages/finance.scm (opentaxsolver): New variable.
* gnu/packages/patches/opentaxsolver-file-browser-fix.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
