utils: Support compression and decompression with lzip.

* guix/utils.scm (lzip-port): New procedure.
(decompressed-port, compressed-port, compressed-output-port): Add 'lzip
case.
* tests/utils.scm <top level>: Call 'test-compression/decompression' for
'lzip as well.
