gnu: libgc: Always build with -DUSE_LIBC_PRIVATES.

Browse source 
* gnu/packages/bdw-gc.scm (libgc): Add `arguments' field.
* gnu/packages/make-bootstrap.scm (%guile-static): Remove local `libgc'.
