gnu: go-golang-org-x-mod: Move to golang-build. 

* gnu/packages/golang.scm (go-golang-org-x-mod): Move from here ...
* gnu/packages/golang-build.scm: ... to here.

* gnu/packages/shellutils.scm: Add (gnu packages golang-build) module.
