gnu: python-reportlib: Add missing libraries.

* gnu/packages/pdf.scm (python-reportlib)[arguments]: Add
'use-system-libart' configure flag. Add custom phase to find libraries.
[inputs]: Add libart-lgpl, font-curve-files.
