gnu: gdb: Use 'cross-mig' when targeting GNU/Hurd.

This is a followup to 2756d662aa.

* gnu/packages/gdb.scm (gdb-11)[native-inputs]: Use 'cross-mig' instead
of 'mig/32-bit'.
