gnu: libxdg-basedir: Don't run autogen.sh manually.

* gnu/packages/freedesktop.scm (libxdg-basedir)[arguments]: Rename "autogen"
phase to "patch-autogen"; remove invocation of "autogen.sh" script as it will
be executed in the "bootstrap" phase.
