guix hash: Extract file hashing procedures.

* guix/scripts/hash.scm (guix-hash)[vcs-file?] (nar-hash, default-hash):
  Extract hashing logic to...
* guix/hash.scm (vcs-file?, file-hash*): ... these new procedures in this
  new file.
