guix: Replace defective freemirror.org. 

This ‘mirror’ is particularly problematic because it's the only one checked
by ‘guix refresh’.

* guix/gnu-maintenance.scm (%savannah-base): Substitute freedif.org.
* guix/download.scm (%mirrors): Likewise.
