Remove SConf test check_compiler_template_parentheses_warning

Test check_compiler_template_parentheses_warning probes for a bug in
gcc-4.6.  Upstream fixed the bug in gcc-4.7.  Using gcc-4.6 is no longer
supported, so remove the test for the bug.
