Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] MC-145260: Fix Whitelist On/Off inconsistency
mojang stored whitelist state in 2 places (Whitelist Object, PlayerList)
some things checked PlayerList, some checked object. This moves
everything to the Whitelist object.
