Updated Upstream (Bukkit/CraftBukkit/Spigot)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Auto fix bad Y levels on player login
Bring down to a saner Y level if super high, as this can cause the server to crash
