Updated Upstream (Bukkit/CraftBukkit)
Upstream has released updates that appears to apply and compile correctly.
This update has not been tested by PaperMC and as with ANY update, please do your own testing

Subject: [PATCH] Allow spawning Item entities with World.spawnEntity
This API has more capabilities than .dropItem with the Consumer function
Item can be set inside of the Consumer pre spawn function.
